Wow Bad Thing #1,000,018

A month ago, my little sister's car was totaled when a lady took a stop sign only a block away from our house. It was insane because I was home and she had just left then called me to tell me what happened. She was okay, though she did get x-rays to make sure her sore neck was fine,
Last week the insurance company of the other lady called to tell her that her car was totaled and that they were cutting her a check for the worth of the car. So now, off to go car shopping.
So that was a month ago, right. Yesterday, I was driving to go meet my friend who flew in from Mexico (whom I haven't seen since June). I took my usual route through scenic drive to get to the westside. As I was turning on one of those sharp curves, BAM! i come face-to-face with some idiot boy 5 seconds before he hits me head on! He was trying to pass a car on his side of the road and ON A CURVE!! My whole body lunged forward but was held back by my seat belt. I immediately yelled at them "are you kidding me?" Luckily, the impact was not hard enough to eject the airbags and that loser's car was too low to accordion the hood of my car.
He had three of his buddies in the car with him and you know what he did??? The idiot drives off!!!! HE DROVE OFF! Fled the scene! I saw him go reverse and thought "maybe he's going to pull off to the side," then I thought "no way! this guy's a kid! he's taking off! Memorize his plates!" I did a u-turn and started chasing after him, but then recalled a friend's similar situation, where she chased someone who hit her and ended up with a citation for also fleeing the scene, so I stopped.
Not even the car that he was passing stopped to render aid and wait for the police to tell them they witnessed the crash.
I'm so mad and i don't even know if the police will get him because the plate number I got is different that some guy who was parked on the side saw. My insurance agent ran the plates and said he came up with another city and he wouldn't be surprised if they were stolen plates.
So now I have to file a claim on my own insurance so that my car can be fixed all because some irresponsible parents let their stupid, irresponsible kid drive recklessly. I'm really angry and cannot believe the luck I've been having lately. I'm still paying for my car so I have full coverage insurance. This is the third time someone hits my car and takes off. This is the first time I've actually been in the car when they do it. And I saw that idiot's face and car, but where will this get me.
I wish now i would've jumped out of my car and yanked him out of his as he tried to escape.
I hate this disregard for rules and lack of consideration for other people's things.
I pay my bills on time, I pay for my car without fail every month and that includes insurance. If I were to cause an accident, I have insurance! My car's registered, my inspection's renewed every year on time. I follow rules and it seems that these rules do not apply to anyone else!
Now, not only do I have to pay the deductible from my insurance but I have to pay the difference from what my insurance is paying on a rental car.
I am once again disappointed with the state of humanity. I hope I see that idiot again, because this time I will not hold back. I hope the police do find him. grrr...so mad!
